The Chair confirmed that, in accordance with Standing Order 34.19, he had determined that the public were excluded from the Committee’s meeting in order to protect public health.

3 Legislative Consent Memorandum on the Environment Bill: Evidence session
The Committee received evidence from Julie James MS, Minister for Climate Change, in relation to the Welsh Government’s Legislative Consent Memorandum on the Environment Bill. The Minister agreed to provide additional information to the Committee, which would be confirmed in correspondence.

The Committee noted the letter from the Royal College of Speech and Language Therapists and in private, agreed to consider proposals for future work as part of its strategic planning in the autumn term.

The Committee agreed the motion.
11 Legislative Consent Memorandum on the Environment Bill: Consideration of evidence
The Committee considered the evidence received during the session with the Minister for Climate Change.
The Committee agreed a motion under Standing Order 17.42(vi) to meet in private during the week commencing 6 September 2021 (exact date tbc) to consider its draft report on the Environment Bill LCM, subject to the Chair consulting with the Llywydd in accordance with Standing Order 17.46 (and subject to Members' availability).
12 Committee procedures and ways of working
The Committee noted the Standing Orders that apply to committees, and the roles and responsibilities of Members and officials. The Committee also discussed its preferred way of working and its approach to work at the start of the autumn term. The Committee agreed to return to strategic work planning early in the autumn term.
In the event of any technical disruption affecting the Chair, under Standing Order 17.22 the Committee agreed to elect Jayne Bryant MS as temporary chair for all future meetings of the Legislation, Justice and Constitution Committee, should the need arise.
